Mageed (1985) attributed failure in the Nile basin to develop integration
to the failure of riparian states. Rapid
population
growth and increasing demands for
irrigation
waters are straining this rigid pattern of resource allocation within
the Colorado basin which are founded on a series of international
treaties
on permissible
abstractions and minimum
acceptable flows (Gaylord 1985). In the absence of a powerful international
basin management organisation, and little sign of true integration, the
political structure of this basin prevents even responsive adjustments
to
demographic changes through resource
re-allocations.
